May 2005

Mayor of Paranavaí visits Toyohashi, proposes Paranavaí and Toyohashi become sister cities.

June 2006

Delegation goes to observe Brazilian cities.
Headed by Toyohashi's Superintendent of Education, they investigate the state of education, the Nikkei community, and the possibilities for new exchange.

Feb 2007

Mayor of Paranavaí visits Toyohashi for the second time, proposes Paranavaí and Toyohashi become sister cities a second time.

May - Nov 2007

Teacher employed by the City of Paranavaí comes to Toyohashi for half a year as a part of the Local Government Officials Training Program.

May - Nov 2008

Teacher employed by the City of Paranavaí comes to Toyohashi for half a year as a part of the Local Government Officials Training Program.

June 2008

Mayor of Toyohashi announces an idea to further exchange in the field of education at Toyohashi City Council.

July 2008

Decision is made to establish a friendship relationship in the field of education at a regular meeting of the Board of Education.

August 2008

The Mayor of Toyohashi and the Toyohashi Superintendent of Education visit Brazil, sign an agreement establishing a relationship of friendship.

Agreement Establishing Friendly Relations between the City of Paranavaí and the Toyohashi City Board of Education (Abridged)
The Board of Education of the City of Toyohashi, Japan, and the City of Paranavaí, Federative Republic of Brazil, hereby establish a relationship of friendship as follows. The Board of Education of the City of Toyohashi and the City of Paranavaí resolve to engage in goodwill and mutual cooperation in the hope that children, who will carry forward the next generation, will grow up healthy. Both parties will work for their mutual benefit and the expansion of friendly relations by deepening understanding and trust through exchange in such fields as education, culture, and sports.

The Board of Education of the City of Toyohashi, Japan, and the City of Paranavaí, Federative Republic of Brazil, hereby establish a relationship of friendship as follows.
